Logical Framework
The term “Logical Framework” is made up of two words, as you can see. The first word makes it clear that it is constructed with some logic in mind. One element of the Logical Framework logically relates to another element(s). There is also a logical flow from one level to another. There are logical relationships working between the various elements either in a coordinate, or subordinate or super-ordinate manner.
The second word makes it clear that it has a structure that builds one thing over another. Rather it gives a real and fixed shape or structure to the program/project. Just consider the human skeleton as the framework of a human being. You can add flesh, blood, muscles, veins and arteries, organs, fat and skin; and different people will look different. But they will all have the same framework. In the program context, your activities may vary from year to year and so can the investments, quantum, etc. but not the framework (i.e. the Logical Framework is ideally not violated).
A standard Logical Framework will have the following features:
1. Program Goal
2. Outcomes that need to be achieved in order to reach the goal
3. Outputs that have to delivered in order to see the desired outcomes
4. Activities that ensure the delivery of the set outputs
Each of the above need to be structured with the following:
1. Statement of Objective
2. Indicator that measures the status
3. Means of Verification
4. Assumptions
